The Issue
Thailand, please do not deport Uyghur refugees to China!
Dear Leaders of the Government of Thailand,
With profound concern, we submit this open petition to urge your government not to deport the Uyghur detainees currently held in Thai prisons back to China. Such an action would not only place these individuals at grave risk of persecution and human rights violations but may also contravene Thailand’s international legal obligations and humanitarian commitments.
Background
Since 2014, hundreds of Uyghur refugees have fled China seeking protection in Thailand, escaping severe persecution. According to reports from multiple international human rights organizations, these Uyghur detainees have endured harsh conditions in detention and remain in a highly vulnerable state. Many have expressed deep fears of torture, unfair trials, forced disappearance, or worse if deported to China.
It is widely recognized by the international community that the Chinese government has implemented oppressive policies, crimes against humanity and genocidal policies against the Uyghur population, including:
Mass Detention: Over one million Uyghurs have been detained in so-called “re-education camps.”
Torture and Abuse: Uyghurs in detention routinely face torture and inhumane treatment.
Religious and Cultural Suppression: Restrictions are imposed on Uyghur religious practices, language, and cultural identity.
Thailand’s International Legal Obligations
Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT)
As a signatory of the CAT, Thailand is obligated to ensure that no one is returned to a country where they are at risk of torture. Deporting Uyghur detainees to China would almost certainly expose them to such risks, violating this commitment.
1951 Refugee Convention and Its 1967 Protocol
While Thailand is not a party to the Refugee Convention, the principle of non-refoulement (prohibition of forced return) is a recognized norm of customary international law. Under this principle, Thailand must not return individuals to a country where they face persecution or torture.
United Nations and UNHCR Appeals
The United Nations Human Rights Council and UNHCR have repeatedly stated that deportation of Uyghur detainees would constitute a serious violation of human rights. They have called on countries, including Thailand, to provide protection to such vulnerable populations.
A Humanitarian Appeal
Thailand is globally respected for its Buddhist traditions and humanitarian values. We believe that your government can demonstrate compassion and justice by protecting the lives and fundamental rights of Uyghur detainees. History has shown that upholding human rights and respecting international law not only strengthens a country’s global reputation but also contributes to regional peace and stability.
Our Requests:
We urge your government to take the following actions:
- Ensure an immediate halt to any forced deportations of Uyghur detainees.
Collaborate with the UNHCR and relevant international organizations to provide safe refuge for Uyghur detainees.
Allow international observers access to Uyghur detainees to ensure their humane treatment.
Reaffirm Thailand’s commitment to international human rights law and humanitarian principles.
Conclusion
As a responsible member of the international community, Thailand plays a vital role in protecting human rights globally. We sincerely hope that the Thai government will listen to the voices of justice and compassion and take responsible actions to stop the deportation of Uyghur detainees. Such an act will showcase Thailand as a leader in upholding human dignity and fundamental rights.
We respectfully call on the Thai government to act justly and responsibly, ensuring the safety and protection of Uyghur detainees, and setting an example for the world in defending human rights.
